Promoting construction of villages and small towns (VST) is an important action for the coordinative development of urban and rural areas in entirety under scientific promotion for ecological civilization. It´s necessary to study construction management system for villages and small towns (CMSVST). Firstly, the CMSVST is made up in this paper and it analyzes four main points of dissipative structure of CMSVST, the four main points are: entropy change of open systems, bifurcation theory and self-organization phenomenon, nonlinear interaction, and fluctuation. Secondly, the paper conducts the bifurcate and entropy flow analysis of the evolution of CMSVST. Thirdly, the paper takes Yanhe eco-village as a case study, introduces its development and construction process, analyzes the CMSVST of Yanhe eco-village. At last, it is concluded that negative entropy flow could more easily influence the sustainable development of construction process of VST than positive entropy flow.
