Abstract :
Emergency institutions are the most important force to dispose and eliminate incidents and relieve the stress of urban public safety. The assessment of the capability of emergency institution is an important issue in urban emergency management to identify the defects of institutions and provide useful information to improve the overall capability of the entire urban region. This paper introduces the concept of institutional resilience and presents a quantitative assessment model based on the analysis of influencing factors. A simulated case study demonstrates the effectiveness and feasibility of the model in the identification and comparison of institutional resilience.
