Institutional Citation Index in the application of scientific research achievements digital repository

With the enhanced awareness of scientific and technological innovation and the deepening of the reform, the quantity and quality of scientific research results are enhanced year after year, so a lot of digital research and educational material produced by an organization or institution is appeared. It is the challenge of the traditional scientific research information management. In this paper we propose to combine scientific research achievements management with institutional repository. To collect, organize, store, manage a series of scientific research achievements and scientific information, while building unique Institutional Citation Index, it can be carried out the evaluation and management of output power, influence power and resource guarantee force of a specific institution.
