Eco-city as an inevitable choice of the Strategy of Sustainable Development had been much attention and admiration, which reflects the integration and coordination of industrialization, urbanization and modern civilization. The land took the ecology urban construction the carrier, were playing the foundational role and the crucial function in the ecology urban construction process. This article analyse the city land evolution rule and the ecology city land use characteristic and establish ecology urban construction land use appraisal target system. Then in this foundation, the paper had carried on the analysis and the summary to the Yangzhou ecology city construction land use and the protection regulation practice. The study indicates that, assumes the increasing tendency from 2000 to 2008, land use and the protection synthesis level of Yangzhou along with the time, Specially since 2004 the progressive speed had increased obviously. To 2008, Yangzhou were in the last stage of ecological restoration, strides in the ecology care stage. But also should realize, also had certain disparity to the land use and protection goal of the true eco-urban.
