Abstract :
Currently, transfer employment of rural labor is an important avenue for increasing farmer´s income and rural economy development, and also a crucial factor of realizing integration between urban and rural areas. The smooth and orderly transfer mainly depends on transfer model and public finance investment. Based on introduction of western theory of labor transfer, as well as analysis of some special factors limiting rural labor transfer in China, this paper finds that it is infeasible to adopt “dual theory model” that advocated transfer from countryside to large and medium city. The best solution is to rely on urbanization, develop down economy and modern agriculture. From the perspective of integrating employment into public needs, this paper further studies functions and effectiveness of fiscal investment policy in promoting rural labor transfer employment.
