Abstract :
The colleges and universities should focus on improving their innovative ability of science and technology to be successfully transferred into a research university. This paper made a discussion on what the establishment of colleges and universities scientific and research team means to a research university, and pointed out the characteristics of the team and the focal point of work when establishing the scientific and research team with high efficiency.
