Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper expounds the basic connotation of Hall Three-dimension Structure, and builds Hall systems engineering activity-matrix of risk management during the entire project life cycle; On this basis, the paper makes a risk list with the combining methods of qualitative and quantitative analysis and through the prediction and identification of the risk in the project implementation stage, and sets up risk assessment index system of the project implementation stage; By using Interrelated Tree Method, this paper analyzes and evaluates the risk in the project implementation stage; and this paper explores effective methods and approaches for project risk identification, control and reduction, and resolving the risk loss.
