Combining environmental science with economics, this paper deeply analyzes the elements of environmental costs for the thermal power enterprises of our country and then measurements each specific cost according to the standards of charges for disposing pollutants in China, finally constructs a relatively complete metering system for environmental costs. In order to test the practicability of the metering system, one of the thermal power enterprises in Henan province is chosen to be a sample and its environmental costs are measured by the metering system. With this research, the author´s endeavor is to provide a reliable base in theory for calculating energy-saving and pollution emission reduction with thermal power enterprises in order to urge them to pay more attention to environmental protection and vigorously promote energy-saving emission reduction to achieve sustainable development.
