It is pointed out the concept of time delay of price response and the mathematical model based on price elasticity matrix of demand. The concept and mathematical model are used to study the steady state of time delay of response and the time-delay index is quantified. Combined by demand elasticity of response, a large amount of users are analyzed in demand response, by FCM clustering method, to classify the users with the common characteristics of price response. The classification results are proved valid according to typical load curve of different type users in each time section. By increasing the time dimension of integrated sensitivity of response matrix, users´ response information is expanded. The example indicates that the users who have response to price adjustment are identified quickly by time delay index, evaluates the response of time delay, and enriches methods of user classification. It provides technical support to detect rapidly user´ response in smart grid and realizes gird company and users to interact. It is positive to decrease indefinability of response and take part in market trade to make purchasing and selling scheduling for power companies.
