Abstract
International Mobile Satellite Organisation (INMARSAT) has been providing the global commercial aeronautical mobile satellite services to users in flight since 1990. In order to efficiently utilise the available spectrum and power resources to support the growing aeronautical traffic demand with higher quality and more reliable services, a network channel management system (NCMS) will be developed and implemented to enhance the existing INMARSAT aeronautical system. The NCMS will use adaptive algorithms to dynamically allocate the channel carrier resources to individual service providers supporting multiple channel types via various satellite beams worldwide
