After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Developing circular economy and building circular society are the means to realize the strategy of sustainable development. This paper analyzes the function of government and enterprises in circular economy. It mainly expounds three means of developing circular economy, which are the legal system, administrative control and economic stimulus. It also puts forward that only under the regulation of legal system and administrative control, and giving full play to the orientation of economic stimulus, can the enterprises be guided maximally to develop circular economy.
