After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

There is a close relationship between urban rail transit and land utilization; therefore, it is important, yet difficult, to achieve integrated operation and to solve the problem of "time effectiveness" which may cause difference between planning and the process of construction. This paper is to analyze the problems of the integration of planning and land utilization in the construction of Wuhan Rail Transit network from four aspects-public-oriented information, following-up of aimed construction progress, coordination between planning research and funding, and land management along the railway line. After studying the successful examples at home and abroad, countermeasures to the problems are put forward from the perspectives of social advocacy, sequence scheduling, prophase preparation and land operation.
