Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

For the requirements of remote monitoring and nobody on duty , a basic structure of the remote video monitoring system in power substation is discussed. MPEG2/4 protocol is used as the compression way for its better adaptability. Combing with the network multicast technology and TCP/IP protocol, the video stream can be transmitted in real time. The communication scheme based on GOOSE (Generic Object Oriented Substation Event) model and the linkage scheme between RVSS (Remote Video Surveillance System for Substation) and SCADA are proposed.
