Abstract :
-The implementation of Carbon Sequestration (CS) project can not only contribute to the reduction of global climate warming up, but promote local sustainability. It is especially important of development of forestry area in Heilongjiang province which is one of the forestry provinces. This paper links CS and local sustainability and applies Cost-Benefit model to analyze the conditions that can incentive local residents who are indispensable part of the project to participate in it. It also analyzes the situation that policy maker can decide to choose the CS and using scenario.
