Abstract :
The activities at major cooling rings presently in operation or under construction are reviewed from the point of view of accelerator technology. It is proved that electron cooling could be effectively used for the non-Liouvillian handling of beams such as accumulation of ions with the cooling stacking method. Nuclear and atomic physics experiments so far performed, though they are still in the preliminary stage, show the usefulness of the cooler ring.<>
