Application of ZOPP theory on TOT project financing mode—A case study on NBJ Water Plant of Zunyi, Guizhou Province

The TOT project of NBJ Water Plant in Zunyi, Guizhou Province had to end up due to many factors. With the actual situation of this case, this paper tries to use ZOPP (OOPP, Object Oriented Project Planning) method to identify the core problem and other problems impeding the operation of the NBJ Water Plant TOT project. The significance of this study lies in: improving the living standards of people in Zunyi City; giving some useful suggestions and effective measures on infrastructure TOT project operation, such as water plant.
