Using the model of state-owned development enterprise (SOE) of hydroelectric power in river basin, the thesis aims to explore the status of state-owned enterprises, from the subordinate institution of government to mainstay of market. It focuses on the construction and ways of realization on important issues in SOEs such as ownership and relation on property right. It also points out that the realization of enterprises ownership is essential to the expanded reproduction of SOEs in market competition. That is to say, the paper has laid emphasis on the decisionmaking authority and simple production business management right of SOEs. It is not merely the problems of SOE reform in our country, and it is reform focus of reform on state-owned economy system. In the process of construction on the hydroelectric power in river basin, Qingjiang Corporation has made great progress on a series of exploration in SOEs. In accordance with the reform on socialist market economy system, the authors make a clear analysis on the relation of property right. Especially in the face of the global slowdown, the enterprises still remain effective and dynamic status. It is a curious subject to review and makes a summary on the process of Qingjiang Corporation System.
