Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

"Bullwhip effect" will lead to a series of supply chain problems, such as the increase of inventory level, the decrease in the service level, low efficiency and high cost, and so on. This will have a devastating impact on the overall competitiveness of the supply chain and profits; What\´s more, it will also produce a serious of influences on the effectiveness of the enterprises or even the entire country\´s economy. By analysis the performance of bullwhip effect in the supply chain of Heilongjiang agricultural products, this paper puts forward a series of countermeasures to reduce or eliminate bullwhip effect. For example, we can share the information, eliminate the short-term shortage game, improve the supply chain structure, shorten the lead time, harmonize and share the storage reasonably in supplier-manage stock way or joint-stock way.
