Abstract :
The necessity of building up “Measurement science“ is emphasized from the viewpoint of the social nature of an act of measurement. The construction of an effective “Laboratory model” is shown. Philosophical thoughts on the role of society on measurement are shown to be very important. Using such thoughts, “Working elements” used to construct the laboratory model are designed
