Abstract :
According to the characteristics of the city disaster, the index system of the city disaster emergency capability assessment is established, and its weight is determined by the analytic hierarchy process. Moreover, the fuzzy synthetic assessment model based on fuzzy pattern recognition is established, and the final assessment grade is expressed by the relative eigenvalue, this model can construct the optimum subordinate degree of fuzzy information, which make the result of assessment more scientific and accurate.
