Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The paper conducted the research on surface heat transfer coefficient of external cross-flow over tube bundles, proposed two different measures on calculating surface heat transfer coefficient of the tube bank according to law of conservation of energy, gained two groups of results through calculation examples, and analyzed discipline of the change of convection bank surface heat transfer coefficient.
