Abstract
An incremental delivery approach to system development is proposed and established. It permits usable and useful subsystems to be delivered before the entire project is completed. Two case studies were conducted to evaluate the effectiveness of the approach and to determine its applicability. An overall discussion is given, and it is concluded that the approach is a feasible and promising technique
