Abstract
Emergency response is an important phase in emergency management when natural or human-made disasters occur and Incident Action Plan (IAP) is a very important component in the response phase of emergency management. Traditionally, IAP is created manually and presented as an oral or written plan. With advances in computers and information technology, it is feasible to generate IAP based on Emergency Management System (EMS). This paper starts with a brief explanation of the state-of-the-art of compilation of IAP. Next, the typical incident response procedures in EMS are presented and further an EMS-based IAP generation framework is proposed. In particular, the core logic of IAP generation is explained on a basis of incident-independent IAP elements analysis. Lastly, the paper concludes with the promising application of the proposed framework and several aspects worth further improvement.
