Abstract
Although introducing competition to electricity service overseas has only a short history, the Hong Kong Government is expected to review the future regulatory framework for Hong Kong upon the expiration of the existing SOC Agreement in 2008. This paper highlights a number of important issues that require careful consideration when formulating the extent and pace of introducing competition to electricity service in Hong Kong and the region. The future framework should provide a stable environment for the development of the electricity industry in Hong Kong and should ensure that the service will continue to be reliable and adequate to all consumers at the lowest reasonable price
