Correct evaluation water resources sustainability of a city is very important for understanding the development potential. The paper applied the concept of social adaptive ability and social index system to evaluation water resources scarcity for 18 districts and counties of Tianjin in 2007. The results showed that districts and counties of Tianjin in 2007 was in an extreme shortage of water resources in this year, but due to the social adaptive ability support, the condition of water scarcity had been improved a lot.
