After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Financial management is the core of business management. The business finance management target stipulates the direction of business finance management activities and the corresponding result to be achieved, which should possess three fundamental features, i.e., measurability, controllability and the capability of development. Based on the three fundamental features, five influential concepts of financial management target are analyzed theoretically. The conclusion is reached that only the "profit maximization" target conforms to the three fundamental features that the finance management target should the rational selection of the most business finance management targets at present.
