Abstract :
For the last couple of decades, rough surface scattering theories have been based on characterizing statistically rough surfaces by their Fourier spectra. The authors present a concise experiment for testing the adequacy of the Fourier spectra for scattering purposes and report results showing it to be inadequate in general. They interpret these results to suggest that ocean surface theories need a different characterization roughness. As an example of an scattering formulation, they also present collection of comparisons between their wave scattering model previously reported, scattering theories and previously published data sets. Once again the first order inadequacies of existing theories are demonstrated
