Abstract :
Frame skipping relieves decoding workloads, decreasing power consumption, but may degrade video quality perceived by users. To address this, this paper proposes a new frame-rate adjustment method that takes the degree of motion changes into account with small computational overhead. The proposed scheme was implemented on a smartphone1.
