Eco-industrial Park is a successful economy model to improve urban energy efficiency. This article started with documents analysis on energy efficiency and Eco-industrial Parks (EIPs) construction; founded that it´s necessary to learn the typical practice in EIPs energy efficiency building. Then a case study on Xi´an High-tech Zone Eco-industrial Park (XHEIP) was selected, which has achieved splendid result in energy efficiency improving, introduced its Energy Efficiency Improving System (EEIM) detailed. The EEIM was constituted by energy consumption system and support system and each had two subsystems, each subsystem was linked with others and operation mechanisms of them were analyzed. This article can provide much help for EIPs building and urban energy efficiency improving.
