After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper tries to present two ideal concepts-regional governance structure and growth system-based on coordinated development among the regions, which aims at designing a coordinated development mechanism. This paper puts forward compatible life cycle hypothesis, and find that government and industrial structure match each other, and the enterprise growth system shows a character of evolution.
