Abstract :
In the knowledge based economy era, every enterprise seek survival and development by introducing more high technology, so innovation ability is playing an unprecedented constructive role for the knowledge based enterprise, and the technical innovation capability becomes more and more important. But technology innovation capability has many uncertainty and fuzziness in their lots of attributes, so single measure methods rarely workable. The DHGF evaluation method integrates success of the Delphi method, the analytic hierarchy process (AHP), grey theory and fuzzy evaluation method, with which we can get a comprehensive evaluation to the target enterprise with multiattribute index system. Based on the analysis to the theoretical principle, we established the index system for the knowledge enterprise´ technological innovation capability, and gave the empirical analysis used by the DHGF evaluation method, and have proved that the DHGF evaluation is a more preferable method to the technical innovation capability evaluation.
