Abstract :
The modular command and control evaluation structure (MCES), imposes a consistent way of looking at the elements of a problem. Thus, the similarities (and the differences) between a set of different approaches to the same class of problems are highlighted. The approach is to match concepts. The question should be `How can we maximize our analysis by leveraging upon the insights provided by other analyses?´ This is achieved through the development of a set of generic principles. These, in turn, provide a strawman for the solution of new problems. In this way, requirements specifications for command center (CC) architectures are supported. Clearly, this approach implies the building of a database of similar studies, both those analyzed with the same and those using differing methodologies. Additionally, the building of a community of analysts who share common concerns is implied. This process is more efficient using a standard methodology across problems. To this end, the MCES has been proposed for use in evaluating C2 systems and architectures (S/A) across services and mission areas
