Abstract :
Integrated Administration and Control System (IACS) which is mandatory for all EU Member states is used for the dissemination and control of direct payment funds in first pillar of Common Agricultural Policy. Turkey as a candidate country has to realize the system in order to harmonize its agricultural subsidy mechanism with that of EU. In this regard, Turkey has serious studies to have a fully functioning IACS system since 2006 when a pilot EU project was conducted to create an implementing capacity for Turkey. In this paper, the study of LPIS creation, elaboration of legend, UML design for database development and the features of aerial photography will be demonstrated and an in deep analysis in order to have a fully functioning IACS system with all components will be done.
