Abstract
Due to the introduction of transaction costs, property rights and institutional aspects of the new institutional economics advocates to look at and analyze the economic life, must be combined with the reality of the institutional environment, the level of transaction costs as the criterion by defining property rights to promote economic growth and efficiency improved. The internal logic of new institutional economics methodology can be simply summed up the man of the people under the constraints of the institutional environment, people born on the system level with the stigma of system is a variety of organizations, including families, businesses and countries, a variety of the organization is combination of various tissues of different people in system under constraint of the relationship between contractual relationship or contractual relationship that is contractual relationship between the members of society, that they both enjoy the right to bear some responsibility for contractual relationship the establishment of the inevitable transaction costs in order to save transaction costs, we must define property rights, because the transaction is not goods, but the rights, property boundaries clear that the premise of market trading, while the definition of property rights border market transactions, the results of system changes is the interaction between system with various organizations, including the structure of property rights and technical structure of the interaction, in addition, ideology of government action and people have a significant impact of institutional change.
