    The Third Plenary Session of the 17th of the Communist Party of China (CPC) has passed a resolution on major issues regarding rural reform and development, which once again demonstrates the CPC Central Committee\´s emphasis on the "three rural issues" and the building of a new socialist countryside. However, the rural tourism is an organic combination of agricultural production and tourism activities, and its development play a great role in promoting the building of a new socialist countryside. This paper analyzes the pros and cons of rural tourism development on building a new countryside, and then propounds some suggestions on promoting rural tourism development.
