Abstract :
On the basis of research on the urban emergency management capability evaluation methods, the disadvantages of the commonly used methods are found and the overall indicators of urban emergency management capacity together with three chronological stages are determined by analyzing the influencing indicators of urban emergency management capability. On the basis of three stages and indicators the application of AHP evaluation methods helps to establish the comprehensive evaluation model of the urban emergency management capability and provides a new quantitative evaluation method for the urban emergency management capability combined with a case study.
