  • Abstract
    Based on classical case of game theory—Prisoner Dilemma, this article discussed the game result between government and the public with and without credibility failure punishment cost respectively. The research showed that, credibility failure punishment cost offered us a possibility to resolve the problem of prisoner dilemma, or once the credibility failure punishment cost reaches certain level; both sides of the game would tend to choose cooperation. Meanwhile, the author made explorations on perspectives of morality, regulation and law accordingly.
