After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper analyzes the contribution of school-enterprise cooperating innovation on the competitiveness of enterprises and colleges and lodges the measure system of promoting school-enterprise cooperation on the basis of integrated perspective of scholars at home and abroad. This article holds that the state should establish the core status of school-enterprise cooperating innovation in national innovation strategy, integrate the policies of science, technology and education area, formulate and implement the policies, strategies and plans of school-enterprise cooperating innovation and technology transfer and so on.
