First, the article builds the coordinating degree evaluation index system of energy-economy-environment(3E) of Hebei province composed of three modules, three factors of a module and 44 indexes based on research on energy, economic and environmental correlation in the process of economic development; Second, the article constructs coordinating degree evaluation model of 3E system, and uses expert evaluation method and AHP to determine the weight of each index; finally, the article makes a comprehensive assessment and analysis of coordinating degree of 3E system based on constructing coordinating degree evaluation model of 3E system. The result shows that using evaluation model of 3E system can effectively evaluate coordinating degree of 3E system, it is a practical and effective method; The development trend of coordinating degree of 3E system in Hebei Province during the period 2001-2008 was essentially first dropping, later was rising, and then was declining; energy and environment constrained economic development in the whole province.
