Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Sea-ice has become a new kind of natural disasters, using remote sensing technology to achieve the sea-ice has been very mature monitoring technology, but for different satellite data have different monitoring method, this paper based on the Sea-ice spectral characteristic curve, and using HJ 5 temporal data during January 2010 to February 2010 in BoHai nearby Tianjin area, monitor the sea-ice development. Moreover, developed new field in application for HJ satellite on monitoring disaster, shows the great potential for HJ satellite remote sensing data on monitoring and forecast of sea-ice disaster.
