After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Boosting the quantity and quality of its labor force is now a challenge for China. China´s move from simple process work to more complex value added manufacturers and services has necessitated an upgrade in the country´s work skills. Accompanying this upgrade, however, has been a rise in disparities in work skills and unemployment rates between industries and between regions. While more evident in some industries and regions than in others, employability and employment are growing problems that China needs to address as a whole. This paper studies the relationship between employment and spending on education in China and offers policy suggestions on the issues of employability and investment in human capital.
