Abstract :
In this paper, a unified rate-quantization (R-Q) model is proposed for intra coding frame in High Efficiency Video Coding (HEVC). The adaptive rate control (RC) for intra-only coding temporal structure is developed based on the unified rate estimation model. The experimental results show that the proposed RC approach yields small bit-rate deviation average 1.82% against a target bit-rate while maintaining the buffer occupancy at a low level.
