The understandings of the term of human resources and their management are different. Whereas management activities are dominated by the management concept, from the perspective of management, the concept of human resources is summarized in 5 aspects: employees\´ life, human physical ability, human skills, human knowledge and human inspiration in this paper. And it is developed and refined to the two ends of "subsistence of human beings" and "high intelligent development". Stressing that the current human resources management focuses on seeking and introducing high-end talents, human inspiration is included in the management category for the first time. The viewpoint of the paper means the necessity of the age of talent competition, and an effective way for enterprises for innovation and development.
