Abstract :
In order to solve the problems in highway emergency management, the paper describes the functional structure, overall layout, data integration and a dispatching model of emergency dispatching management. The paper proposes a highway emergency dispatching management system which is constructed by GIS (geographic information system), advanced algorithms, GPS (global positioning system), digital video integration, trunking communications, and PDA (personal digital assistant). The application of the system results in significant improvement and effective management of emergency resources.
