Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Recently, the speed of the tax revenue is far faster than the economy´s in China. There are some reasons. The first is the economic factors, including the proportion of the industry with low levy is decreasing, and there will be some time lag from economic growth to tax´. The second is the institution factors, especially the statistic system, such as the non-tax GDP, the statistic methods of imports and export rebate. Finally, the management factor is also very important. With the improvement of collection ability of the tax department, the increase of tax revenue may exceed expectation.
