Based on passive solar building of energy-saving design principle SLR and 0–1 programming, this paper analysizes the relationship between energy-saving rate and building cost, finds the additional cost´s function equation of passive solar building under a random energy-saving rate, and establish an optimal cost model of a passive solar heating system, which can find the minimum cost changing under a certain energy-saving rate. then, by adding the active solar heating system, this paper establishes the optimal model of entire solar heating system, which includes passive and active solar heating system. Furthermore, the model is applied to a typical building in Lhasa, by calculating, this paper finds its optimal zone of the energy-saving rate of entire solar heating system.
