    Design plays an important role in the whole project life cycle, but currently, the deficiencies of the design management make the project investment increase in the early stage of construction, and the design progress can not keep up with the project progress. During the construction phase, design changes are excessive and design cannot coordinate with construction, which lead the project cost to increase. In order to tackle the problems mentioned above, this paper applies incentive mechanism to the owners´ contract management on the design based on the basic principles of psychology, and incentive management is applied to the design through cost-plus incentive fee contract. First of all, this paper selects four incentive parameters to evaluate the work of the design: reasonable economic design proposal, design progress, reliable technology and design service. And then, the amount of reward or punishment on the design is determined using Taylor´s scientific management methods; according to the expectation theory of From, the benchmark of rewards and punishment is determined to maximize desired incentive intensity, which further contributes to the building of cost plus incentive fee contract.. Finally, a practical example is used to show the reasonable design of the incentive contract.
