Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

This paper initiated the general hypotheses and propositions about the research on entrepreneurs. The authors reviewed the past three economic perspectives based on the entrepreneurial competency. Three core structures were put forward and four requisite ones as well. Cultivation, selection, competition and motivation were suggested as the strategies finally.
