  • Abstract
The project of cattle feeding based on crop residues (CFCR) is the important approach of utilizing crop residues(CRs). But there are problems in current projects according to the drawbacks of CFCR, that are low quality beef and low content of milk protein caused by CRs. Then led to the different management methods the controversy by some leaders and experts, it is not good to the project. In this paper, the model of CFCR with the core of specialized households is bring out based the theories of division of labor and economies of scale with seizing the essence of CFCR-"lower grain, longer cycle", that is the combining centralization and decentralization modalities. The correct pattern of specialized households is decentralized and small-scale, the centralized and large-scale pattern is suitable for calf production, cattle fattening or dairy production. And suggested that the government should focus on the specialized households because they are the most appropriate and important parts of CFCR.
