Abstract
This paper presents a model of fuzzy leaky bucket with an adaptive adjustment factor, and studies its function during usage parameter control in ATM networks. Since the basic contract of call acceptance control (CAC) may not be reasonable, during practical application, dynamic adjustment is needed. The conclusions drawn from the simulation and the discussions show that the fuzzy leaky bucket (FLB) is a better method than the conventional one in all aspects of lowering the cell loss probability, mean time delay and improving the bandwidth utilization efficiency
